This event signals the end of the Founding Era—a period characterized by ‘benevolent dictatorships’ where organizations like IOG (Input Output Global) or the Cardano Foundation held the keys to the network’s evolution. By transitioning to a community-led governance model, Cardano is testing whether a complex, multi-billion-dollar global infrastructure can truly survive without a central pilot.
The Technical Mechanics of Community Control
The Van Rossum upgrade moved the Cardano network to version 11 [39]. While the technical benefits are significant—including reduced smart contract execution costs and the introduction of new cryptographic primitives—the method of deployment is the real story for industry observers. The hard fork was the culmination of a governance process where Stake Pool Operators (SPOs) and delegated representatives (DReps) voted to approve the change [24].
This mechanism replaces the ‘Genesis Keys’ system, wherein a small group of founding members held the authority to sign off on protocol changes. By technical design, those keys are being phased out, effectively ceding control to the on-chain governance bodies defined in the network’s constitution. There is also the risk of voter apathy or the emergence of new power blocs—large stakeholders who might vote in their own interest at the expense of the network’s long-term health.
